That sentence is so clumsy and reads so badly that there's no excuse I can see for it to have ever survived editing. You guys are journalists, right? There really isn't much excuse for that kind of rubbish..
(Oh crap I just had a thought - is it possible that they're all using the Microsoft Word grammar checking features instead of a live proof reader?)
